The Exchange started organizing auctions and tenders in 2006. For this purpose the MSE established Department of Auctions and Tenders, which operates on the basis of the Federal Law № 94-FZ of July 21, 2005 and protocol of the City competition commission session № 11-0023815-06-3 of February 09, 2007.

The Exchange is accredited at the Moscow City Competition Policy Department as a specialized organization, which conducts auctions and tenders for government order placement with the right to operate at the 1st and 2nd levels.

Main activities of the Exchange in this sphere include:

• Organization and conduction of auctions and tenders under government and municipal orders;
• Provision of information on auctions and tenders;
• Development of documentation for auctions and tenders;
• Provision of assistance in the preparation of bids for government and municipal tenders.

Customers:

• The Moscow City Food Resources Department;
• The Moscow City Competition Policy Department;
• The Moscow City Culture Committee;
• The Moscow Civil Protection Department;
• Department of the federal government service on employment of Moscow population.

In 2010 the Exchange organized 159 auctions on the total amount over 2,7 billion rubles.

As the main perspective of this activity the MSE regards the shift from auction technology of conducting purchases to the use of exchange technology that will definitely favour the development of exchange trading in commodity assets.
